The big discussion you linked to started 2 years ago so my guess would be that this will have something to do with the reason for locking it. Anyway, the way i see it it's just one of the drawbacks of digital game stores. Sometimes it's fast, sometimes it's slow and on a rare occasion it doesn't work at all. Especially on peak times, like a weekend in the summer holiday, it would seem unrealistic to expect maximum speeds as you are likely not the only one trying to download something. Take that into account the next time you buy something to avoid future disappointment.
